In 2013, Estonia was in the process of revising its intellectual property laws, and the drafting of a new copyright bill was expected in 2014. In a project supported by EIFL-IP, the National Library of Estonia, the Consortium of Estonian Libraries Network (ELNET) and the Estonian Librarians Association worked to actively engage librarians and policy makers in the planned new copyright law, and to inform the general public about emerging copyright issues that libraries face everyday, such as the lending of audio-visual works and e-books. The goal was to collaborate with legislators in developing workable solutions for legal problems that arise in the new technological environment. 

The project results are described in a case study and illustrated in a project poster.

The project was one of eight EIFL-IP funded projects in 2013 for advocacy campaigns in support of copyright law reform in Africa, Asia, and Europe.
